Answer: If you have been told that you require an income tax clearance certificate from the Indian government to be able to leave India, the best source to clarify this would be the income tax office in your area of residence in India. My understanding on this topic is that the requirement to provide a tax clearance certificate was abolished as of 1st January 2003.
