Answer: No Objection Certificate (NOC) is issued by Ministry of Health and Family Welfare of the Government of India. My understanding is that foreign students are required to submit an application for NOC through the principal/Head of Department of the concerned college where they seek admission. If you submitted your application for NOC to the Ministry of Health via your college, you should check with the concerned college department on the status of your NOC application.
