Q.1112 Pensioners Life Certificate for USA based NRI
Question: Sir,
I am getting Kerala Govt. pension from Kottayam treasury..Can I submit life certificate notarized from a notary public
where I am residing in U.S.A to get my pension .
Answer: NRI pensioners who receive Indian pensions and are
required to furnish a life certificate every year in November can
submit life certificate issued by:
1.
an authorized official of the Embassy/High Commission of
India
or
2.
a Notary Public
or
3.
an Officer of an Indian Authorized Bank, for example banks
such as State Bank of India branch abroad
A large number of non-resident pensioners settled abroad
permanently I assume get life certificate yearly from Indian consulates in their jurisdiction. There is generally no fee
charged by the Indian consulates for this service but a visit is required.
Regarding submission of life certificate by Indian Pensioners, here is what the amendment to Para 15.2 (P-11 of
Scheme Booklet 4th Edition, 3rd Dec. 2004) dated 30-06-2011 states:
A pensioner not resident in India in respect of whom his duly authorized agent produces a life certificate signed by a
Magistrate, a Notary, a Banker or a Diplomatic Representative of India is exempted from special appearance.

Note: The above mentioned Amendment to Para 15.2 applies to central govt pensioners. State governments rules may
differ. Check with your pension provider what is acceptable. Generally life certificate from Indian consulates is
preferable than a document obtained from a foreign notary. Indian consulate stamped documents are recognized
across India.
