Many people face problems when applying for a passport in India as they lack a required document or perhaps they are not aware of what document such as an affidavit to provide in lieu of a missing document. Getting a Passport in India despite what some may say, has become a lot easier. The Government of India has indeed taken steps to try to some extent to help people who often find themselves tied up in red tape and unable to produce document they do not have or are unable to get. Here are some of the changes that may help some applicants apply for and get an Indian passport. Many people live in rented properties and to provide proof of address often have no choice but to use a rental agreement. Prior to June 2015 the Indian Passport office would as per prevalent rules accept registered rental agreements as proof of address only if the rental agreement was for a period of more than one year. If the rental agreement was less than one year, the agreement was not accepted as proof of the tenants address. This has now been rectified by the Government. As of June 19, 2015. the Ministry of External Affairs has announced that: o ‘registered rent agreement executed in favour of the tenant by the landlord will be accepted as a valid document as proof of address at the time of submission of passport application even if it is less than one year.’ o Click HERE to view notification In case a Indian passport applicant is renting and does not have a registered rental agreement, they can use other types of documents to show proof of address. In this regard, a photo passbook issued by banks in India to their account holders can now be used as both! proof of address and proof of identity, when applying for an Indian passport. o As per circular No. No. VI/401/1/12/2013 Government of India Ministry of External Affairs Government of India Ministry of External Affairs CPV Division dated February 19, 2OI5. For the issue of Indian Passports, photo passbooks issued by Reserve Bank of India (RBI) authorized banks of the following categories, will be accepted as proof of address and photo identity: o Scheduled Public Sector Banks o Scheduled Private Sector Indian Banks o Regional Rural Banks. o Click HERE to view notification Quite a few people applying for Indian passports face problems producing a birth certificate. As per passport rules in India, all passport applicants born after 26/01/1989 are required to submit a birth certificate issued by either the Municipal Authority or the Registrar of Births & Deaths as proof of their date of birth. After hearing of many cases where orphaned or abandoned children born after 14/02/1989 were having problems providing a birth certificate, the Government has made an effort to help such people. o Effective 26, May 2015 passport issuing authorities have been advised by the Ministry of External Affairs (MEA) that the birth date recorded in the matriculation certificate and a self sworn affidavit (by adult applicant) can be considered for such applicants born on or after 26/01/1989 as proof of date of birth when they apply for a passport. o Click HERE to view notification Police verification process has also been relaxed. If documents are complete then applicants can get their passport before police verification. Passport applicants identity can now be identified by their Aadhaar Card, PAN & Elector’s photo-identity card. New Indian Passport can now be issued within one week as per MEA announcement. Those applying for a fresh Indian passport can get their passport within a week if they submit copies of their Aadhaar card, Electoral photo identity card (EPIC) and PAN with an affidavit the format of Annexure-I (declaration of citizenship, family details and no criminal record). Police verification for such applicants will be done after their passports are issued and hence save time.
