Answer: OCI application can be completed either as an Individual or as a family for those whose family applicants consist of 2 parents and up to 2 minor children. In case there are more that 4 family members, then each family member has to apply individually. Regardless of the common family application, fee must be paid for all applicants. Please note that rules are changing periodically and you should contact the appropriate Indian consulate in your area of residence for the latest info. There have been also announcements recently by the Indian Prime Minister Mr. Narendra Modi that OCI and PIO cards will be merged in the near future. When this will happen is however not clear yet.
