Answer: There is an option of getting life certificate from Indian consulate by mail. Information on getting a life certificate
from Indian Consulates abroad is already posted on NRI Information website. [FAQ# 820]
Since you are in Minneapolis which falls in the jurisdiction of the Chicago Indian consulate. Kindly note that applications
for life certificate are accepted by mail at the Chicago consulate for life certificate provided the applicant is medically unfit
to visit the consulate in person and provides a medical certificate from his/her doctor.
Procedure to obtain life certificate by mail is clearly stated on the consulates website. The link to their page is posted:

Other alternatives for obtaining life certificate from abroad is through a bank manager of an Indian associated bank such
as State Bank of India. I doubt if a life certificate issued by a doctor would be acceptable in India. Since the stamp of Indian
embassy/consulate is easily recognized by authorities across India, this is the best option.
