Post Office ID Cards only for Indian Citizens

Dear Sir/ Madam, With ref. to the following article http://nriinformation.com/articles/proof_address.htm I wish to inform you that a post office ID address card is not given to non Indian nationals. Thus a foreigner who comes here on deputation and lives here for a few years is not eligible to get a Post office ID Card. This is the status in Chennai. I have approached several post offices including the main post office and they tell me that they have never issued an ID card to a non Indian. Here's my question to the Indian Govt. a) Foreign nationals, especially person's of Indian origin (OCI, PIO) etc are allowed to posses property (via inheritance) in India. However, the title of the house is not accepted as address proof. b) Ration card is for Indian nationals only. c) Bank accounts opened can only be NRO or NRE and have only foreign address associated with it. d) As such there is no way a foreign national can get anything here unless they give up their foreign nationality and take up Indian nationality (and for that I dont know how many loops and hurdles exist)., i.e. even those who are coming here on deputation, or like me are planning to return to India without giving up their foreign citizenship. thank you for all the information you have provided on your website.
