To apply for a duplicate driving license in India, depending on the state in which your original driving license was issued, you may also have to provide an affidavit sworn before an executive magistrate or a first class judicial magistrate or a notary public stating loss of your original driving license and requesting a duplicate be issued.

Driving license conversion in New Zealand

My understanding is that some changes are taking place regards to conversion of driving license effective August 1, 2016. Only those who have held a driver license from countries such as Australia, Austria, Belgium, Canada,  Denmark, Finland, France, Germany, Greece, Hong Kong, Ireland, Italy, Japan, Luxembourg, The Netherlands,  Norway, Portugal, South Africa, South Korea, Spain, Sweden, Switzerland, The United Kingdom and USA can get license converted easily. Since India is not on the list of approved countries, even if you manage to get your Indian driving license, you would still need to pass the theory test and then pass a practical driving test in New Zealand.
