Q.793 How to replace lost OCI card in USA . . .

Question: Good Morning, My father lost his OCI card and US passport at the airport in Detroit. We have applied for a new passport and it should be delivered to him by Aug 21, 2015. Where do we start to get a new OCI card. The Chicago consulate and COX and Kings Global Services are a BIG disappointment for any help in the matter. We have called them at least 200 hundred time and only get a busy tone (not surprised !!). Reviewed the Website for processes and documents and FAQ's and it is clear as mud. Please help. He was flying from USA to India and accidentally forgot his documents at the security check in Dubai before boarding his connecting flight to Delhi. He discovered the loss when he landed in India!
